Education Equity and Capacity Building Specialist

Qurat ul Ain is an Education Equity and Social Inclusion Specialist with Manāra Policy & Practice, contributing expertise in educational program design, teacher professional development, and literacy interventions for marginalized communities. With over 15 years of experience in Pakistan's education sector, she brings deep knowledge of program management, curriculum development, and capacity building across formal and non-formal education settings. Qurat currently serves as Libraries & Reading Program Manager at Developments in Literacy (DIL), where she manages library and reading programs across three provinces in Pakistan, overseeing implementation in DIL and partner schools serving underprivileged communities. She led the rollout of the Digital Libraries Program in 140 schools, established print and digital libraries in 62 Federal Directorate of Education schools through public-private partnership, and revived the Mobile Library Program. Her responsibilities include designing and implementing training programs for librarians and school staff, developing annual work plans and budgets, tracking program metrics such as book circulation and student reading time, and capturing impact data for donor reporting. Previously, she worked as Teacher Trainer for English at DIL, developing lesson plans and video content for Technology Enabled Academic Learning (TEAL), conducting baseline and endline assessments, and delivering blended teacher training programs for primary and secondary English teachers across rural areas of Khyber Pakhtunkhwa and Sindh. Earlier in her career, she worked with Hashoo Foundation on multiple education and skills development initiatives, including serving as Lead Trainer for Interpersonal Communication Skills under the Punjab Skills Development Fund, and delivering English language training to women from underprivileged communities under the International Labour Organization's Gender Equality Project. Her expertise spans educational program management, curriculum and training content development, teacher capacity building, assessment design and implementation, and literacy program evaluation. She specializes in designing interventions that reach underserved populations, adapting delivery methods to diverse learning contexts, and building systems that track educational outcomes and inform program improvements. Qurat has extensive field experience working in rural and marginalized communities, and represents DIL at major literary events including the Lahore Literature Festival. Qurat holds an M.Phil in American Studies from Quaid-e-Azam University, Islamabad, and an M.A. in English Language, Literature & Applied Linguistics from the National University of Modern Languages. She has completed a Certificate in Education Leadership & Management from Aga Khan University. At Manāra, she advises on education equity strategies, inclusive pedagogy, literacy program design, and interventions that strengthen educational access and quality for marginalized groups.
